Plan for Artificial Intelligence

AI is the most powerful technology since the Industrial Revolution, and right now the decisions shaping it are being made by a handful of CEOs accountable only to their shareholders. If we do nothing, we sleepwalk into a Mad Max dystopia where a few corporations own huge swaths of our economy while everyone else ends up in a permanent underclass. We can have a Star Trek future instead — shorter work weeks, higher wages, and the essentials guaranteed for all. That fight begins in San Francisco.

The representative from this district has a special responsibility to make sure AI works for humanity, not the other way around.

• Create publicly owned AI. I'll fight to launch a national AI lab that operates independently of the executive branch, dedicate public compute to challenges like curing rare diseases and modeling climate systems, and use publicly owned AI to deliver public services at the actual cost of running them.
• Create millions of new high-wage jobs. AI threatens to replace a lot of work, but there is no shortage of work that needs to be done in America. I'll fight to rebuild our infrastructure, transition to clean energy, and put Americans to work in high-wage careers. I'll resurrect the Reconstruction Finance Corporation to invest in industries AI is unlikely to eliminate, establish a federal jobs guarantee, pass Medicare for All to decouple healthcare from employment, and tax the largest AI companies to fund the transition.
• Ensure gains from AI go to workers, not CEOs. Massive productivity gains should give us shorter work weeks with higher pay — not more wealth for the people at the top. I'll fight to move to a 32-hour work week, pass the PRO Act to give workers a real voice in how AI is deployed, require humans in the loop in high-impact sectors like healthcare and criminal justice, and shift the tax system away from labor and toward wealth and capital. I'll also create an American AI Trust so every American shares in the wealth AI generates.
• Prevent AI catastrophe. AI is already being used for fraud, impersonation, and cyberattacks, and the next generation of systems could enable bioweapons or cyberattacks at unprecedented scale. I'll fight to create a Federal AI Safety Administration to license and oversee the most powerful AI systems, require frontier models to be licensed before they're trained, mandate regular reporting to Congress on evolving risks, and strengthen whistleblower protections for researchers who come forward.
• Protect reality and democracy. Democracy can't function without a shared understanding of reality, and AI-generated imagery and video pose a direct threat to that. I'll require AI-generated media to be labeled using standards like watermarking, pass the DEFIANCE Act to give victims of non-consensual deepfakes a path to justice, and significantly strengthen the TAKE IT DOWN Act's penalties to better protect children.
• Make the data center build-out work for clean energy. I'll require AI companies to pay the full cost of the infrastructure they require, mandate that new data centers be paired with new clean energy generation, require closed-loop liquid cooling to cut water waste, and protect households from AI-driven rate hikes.
